ORDINANCE NO: 2003-233 "AN ORDINANCE PROVIDING FOR THE CREATION OF THE POSITION OF SECURITY AGENT II, SG-10, IN THE OFFICE OF THE VICE MAYOR, DEFINING ITS QUALIFICATIONS, DUTIES AND FUNCTIONS AND PROVIDING FUNDS THEREFOR" Be it ordained by the Sangguniang Panlungsod (7th City Council) of the City of Pagadian in session assembled, that: Section 1. Creation. There shall be created in the office of the Vice-Mayor the position of Security Agent II, SG-10, whose duties and functions shall, among others, be those of the Sergeant-at-Arms as provided for in Section 9 of City Ordinance No. 2002-216, as amended, otherwise known as "The Rules of Procedures of the Sangguniang Panlungsod of the City of Pagadian. Section 2. Qualifications. The Security Agent II shall be a resident of the city and a person of good moral character; shall have completed at least two (2) years studies in college, if not a degree holder; shall have two (2) years relevant experience and eight (8) hours of relevant training; and shall be a career service eligible (sub-professional level). Section 3. Duties and Functions. The Security Agent II shall perform, among others, the following duties and functions: To attend the sessions of the Sangguniang Panlungsod and the Committee Meetings or public hearings when held in the Office of the Members of the Sangguniang Panlungsod. To maintain order under the direction of the Presiding Officer of the Sangguniang Panlungsod or its committees, and, in the discharge of such duty, exercise supervision and control over all security officers of the Sangguniang Panlungsod and members of the sanggunian, as well as law enforcement agents assisting the Sangguniang Panlungsod. To execute all orders of the Sangguniang Panlungsod and its committees and serve all process issued under their authority. To check that all cellphones and handheld radios of the Sanggunian Members, while in session, are deposited with their staff who are assigned in the hall. To ensure that unauthorized persons are not permitted or allowed to enter or stay in the space reserved for the exclusive use of the members of the Sangguniang Panlungsod and of its officers and employees on duty during any session or committee meeting/public hearing when held in the Office of the Members of the Sangguniang Panlungsod. To be responsible for the behavior of employees under his immediate supervision and the faithful performance of their duties and functions. He may impose upon them corrective or disciplinary measures for just cause, including a recommendation to the Presiding Officer, through the Secretary, for his dismissal. To strictly enforce all regulations relating to privileges and the admission to the session hall or its corridors. To be the custodian of the "mace". To perform such other functions as may be directed by the Presiding Officer of the Sangguniang Panlungsod. To recommend to the Presiding Officer, through the Secretary, approval of the uniform to be worn by the personnel assigned to serve under him in the session hall. Section 4. Appointment Tenure and Concurrence of the Sangguniang Panlungsod. The Vice-Mayor, pursuant to Section 445 of R.A. 7160 particularly paragraph(2) thereof, shall appoint the Security Agent II with the concurrence of all the members of the Sangguniang Panlungsod. The term of office of the Security Agent II shall be co-terminus with that of his appointing authority, the Vice-Mayor in this case. Section 5. Compensation. The Security Agent II in the Office of the Vice-Mayor shall receive a monthly salary in the amount equivalent to that of salary grade 10 or P170,336.84 per annum inclusive of the benefits of a regular employee. Section 6. Effectivity. This Ordinance shall take effect upon its approval and the position of security Agent II, SG-10, with the corresponding annual compensation shall be included in the annual budget of Legislative Department under the Office of the Vice-Mayor immediately following the current fiscal year.
