ORDINANCE NO: 2001-001

"AN ORDINANCE CREATING THE PAGADIAN CITY TRAFFIC ENFORCEMENT SECTION IN THE OFFICE OF THE CITY MAYOR, DELINEATING ITS DUTIES AND RESPONSIBILITIES, PROVIDING THE NECESSARY PERSONNEL COMPLEMENT AND FOR OTHER PURPOSES" 

Be it ordained by the Sangguniang Panlungsod of Pagadian City that:

SECTION 1. - There is hereby created, in the Office of the City Mayor, the Pagadian City Traffic Enforcement Section which shall be referred to as "The Section" in the succeeding provisions of this Ordinance.

SECTION 2. - The Section shall be tasked with the following primary duties and responsibilities:

1)	Assist in the enforcement of laws and ordinances pertaining to vehicular traffic and transportation operations within the city;

2)	In collaboration with concerned national government agencies and local police authorities, formulate and institute such measures necessary to promote and enhance road courtesy and discipline among vehicle drivers/operators and pedestrians, including the conduct of lectures and seminars;

3)	Recommend the adoption of appropriate measures for a more effective traffic management program for the city.

SECTION 3. - The following career personnel who shall be appointed by the City Mayor shall compose the Section:

 a)	One	(1)	Traffic Operations Officer III, Salary Grade-18
b)	One	(1)	Traffic Operations Officer II, Salary Grade -15
c)	One	(1)	Traffic Operations Officer I, Salary Grade - 11
d)	Two	(2)	Traffic Aide III, Salary Grade - 7
e)	Fifty	(50)	Traffic Aide I, Salary Grade - 3

SECTION 4. - The necessary funding component for personal services of the Section shall be provided for in a Supplemental Budget or in the Annual Budget of the City as well as the initial allocation for the maintenance and operating expenditures. The maintenance and other operating expenditures of the Section for the succeeding years shall be sourced out from the fines and/or penalties collected by the Office in the course of its operation out of the various traffic infractions and put in a Trust Fund that shall be spent for the city's traffic management program.

SECTION 5. - This Ordinance shall take effect immediately upon its approval and after the necessary guidelines for its implementation shall have been formulated by the Executive Department and adopted by the Council.

ENACTED AND APPROVED by the Sangguniang Panlungsod (7th City Council) of Pagadian City on its 19th Regular Session held on November 20, 2001 at the Sangguniang Panlungsod Session Hall.
