ORDINANCE NO: 2001-199 "AN ORDINANCE INSTITUTIONALIZING THE OPERATION OF THE SENIOR CITIZEN CENTER OF THE CITY OF PAGADIAN AND PROVIDING FUNDS THEREFOR" WHEREAS, Republic Act No. 7432, an Act To Maximize the Contribution of Senior Citizen to Nation-Building, Grants Benefits and Special Privileges and for Other Purposes is now operational and enforced; WHEREAS, Republic Act No. 7876 otherwise known as the Senior Citizen Center Act mandates all cities and municipalities in the Philippines the establishments of Senior Citizen Center and to appropriate funds therefor; WHEREAS, the senior citizens of the City of Pagadian are now fully organized and affiliated with the Federation of Senior Citizens Association of the Philippines (FSCAP) and whose tasks will be to operate, administer and manage the Senior Citizens Center with the technical assistance and supervision of the City Social Welfare and Development Office; WHEREAS, the promotion of social justice, benefits and protection of life and dignity of the senior citizen are among the basic duties of the local government units; NOW THEREFORE, be it enacted by the Sangguniang Panlungsod in session THAT; SECTION I. That a Senior Citizen Center shall be established, operated and maintained in the City of Pagadian pursuant and in accordance with R.A. 7876 and with the following primary objectives of: a. Identify the needs, trainings and opportunities of senior citizens in the city; b. Initiate, develop and implement productive activities and work schemes for Senior citizens in order to provide income or otherwise supplement their earnings in the local community; c. Promote and maintain linkages with the city government units and other instrumentalities of government and the Federation of Senior Citizen Association of the Philippines for the delivery of health care services, facilities, professional advise, volunteer training and community self-help Projects; d. Make representation with hospitals, clinics, pharmacies, public transportation groups and other establishments to ensure the observance of Senior Citizen's privileges and discounts. SECTION 2. COMPOSITION OF THE CENTER. The Senior Citizen Center shall have a full time Center Manager to be selected and designated by the Senior Citizens Association in the City and to oversee the day to day operation, manage the funds, monitor and supervise all the activities of the center. A clerk and a utility worker from the ranks of senior citizen shall be hired and be provided to assist and supplement the functions of the center manager. SECTION 3. In order ensure the continuous and efficient operation of the Senior Citizens Center in the City, there shall be provided in the regular annual budget of the City an appropriation specifically for the operation and maintenance of the center including the honorarium of the Center Personnel and Manager. SECTION 4. This Ordinance shall take effect upon its approval. ENACTED AND APPROVED by the Sangguniang Panlungsod (7th City Council) of Pagadian City on its 15th Regular Session held on October 16, 2001 at the Sangguniang Panlungsod Session Hall.
