ORDINANCE NO: 2000-178 "AN ORDINANCE ESTABLISHING SET OF POLICY GUIDELINES IN THE IMPLEMENTATION OF CITY ORDINANCE NO. 2000-178 HEREINAFTER REFERRED TO AS THE "CITY POUND ORDINANCE" AND CITY ORDINANCE NO. 2000-178 HEREINAFTER REFERRED TO AS "ANTI-ASTRAY ANIMAL ORDINANCE" FOR BREVITY" Be it ordained by the Sangguniang Panlungsod of the City of Pagadian in session assembled, that: POLICY STATEMENT As mandated under City Ordinance No. 1999-165 it shall be the responsibility of the City Government through the City Veterinary Services and Slaughterhouse Management of the City Administrator's Office to adopt necessary policies in the appropriate implementation of the same forestated ordinances. GENERAL OBJECTIVES Section 1. - Establishment and Maintenance of the City Pound for Astray Animals. The City Government shall establish and maintain the City Pound through the City Administrator's Office "Clean and Green Program" at Barangay Dumagoc, beside the City Abattoir Compound. The same facility shall operate in conformity to the requirement articulated in Section 2 of R.A. 8485 otherwise known as "The Animal welfare Act of 1998" A Poundkeeper shall be designated to the facility to conduct all its affairs under the supervision of the City Veterinarian. It shall be the poundkeeper's primary duty to record all impounded animals and to turn over the same to the owner upon payment by the latter of an Impoundment Fee to the City Treasurer or any duly authorized representative in conformity to Section 2 and Section 3 of City Ordinance No. 1999-165. Section 2. - Composition of the Anti-Astray Animal Task Force. 1.2 Under the supervision of the City Veterinarian, designated animal catchers shall conduct actual seizure of astray animals in all the barangays of Pagadian City with the assistance of and in coordination with the local Barangay Officials concerned at regular predetermined intervals. Section 3. - Mode of Conduct of Animal Seizure 3.1 The City Veterinarian shall employ equipments and other paraphernalia so designed to avoid injury to animals in the process of seizure which will likewise protect animal welfare and on keeping with the provisions of Section 1 of R.A. No. 8485. Section 4. - Mode of Disposition of Unclaimed Animals. 4.1 Prior to disposal, unclaimed pet animals shall be selected upon by the City Veterinarian based on overall constitution, soundness and health condition of the animal. Judiciously chosen astray animals shall then subsequently be put up for adoption. Interested parties may adopt these selected animals after having executed an Affidavit of Adoption duly notarized and shall then pay a required fee of Two Hundred (P200.00) Pesos which shall be used to purchase the necessary anti-rabies vaccine and dewormer and consequently administered to the adopted pet animals. Likewise, a collar and chain shall be purchased for the animals' use prior to its release. Remaining pet animals deemed unfit for adoption shall then be euthanized in conformity to Section 1 of the Department of Agriculture Administrative Order No. 21, series of 1999. 4.2 Unclaimed food animals (e.g. Cows, Pigs, Goats, Chickens and other fowls) shall likewise be disposed of in compliance with the same Department of Agriculture Administrative Order regarding humane slaughter procedures. 4.3 Destroyed pet animals shall then be incinerated and in the case of food animals shall be dispatched to charitable institutions after undergoing meat inspection procedures and thereafter proclaimed fit for human consumption. Section 5. - This Ordinance shall take effect immediately upon approval.
