ORDINANCE NO: 1999-159 AN ORDINANCE ESTABLISHING THE GUIDELINES FOR THE SEARCH FOR OUTSTANDING REVENUE COLLECTORS IN THE CITY OF PAGADIAN Be It Ordained By This Sangguniang Panlungsod (6th City Council) In Session Assembled, That: Section 1. The City government of Pagadian shall, whenever appropriate, provide opportunities to achieve one of the primary objectives of the government in extending enough relief, motivation and encouragement to all those rendering service to the government in the form of recognition, awards and/or remunerative rewards for jobs well done. Section 2. For purposes of attaining the particular objective, the City government shall undertake an annual Search for Outstanding Revenue Collectors of Pagadian City, which is hereby referred as the Search, and which shall be implemented according to the following guidelines; 2.1 Persons Qualified. All revenue collectors in the Office of the City Treasurer, this City, regardless of employment status whether permanent, temporary, casual or contractual are covered by the Search. 2.2 Period Of Coverage. The Search shall cover the period of collection from June 1 of the previous year to May 30 of the following year. 2.3 Evaluation Committee. There shall be an Evaluation Committee of the Search in order to monitor, assess, evaluate and rate the individual performance of the particular group of employees and to determine the outstanding revenue collectors of the year, and which shall be composed of the following city officials: Chairman - Chairman of the SP Committee on Good Government Ethics and Civil Service Co-Chairman - Chairman of the SP Committee on Finance & Appropriations Co-Chairman - City Treasurer (CTO) Member - Assistant City Treasurer (CTO) Member - Chief, License and Fees Division (CTO) Member - Chief, Land Tax Division (CTO) Member - Chief, Administrative Division (CTO) Member - Chief, Cash Division (CTO) 2.4 Awards Categories. Search awards shall be categorized in the following levels: Level I - Realty Tax Collectors (bonded) Level II - License and Fees Collectors (bonded) Level III - Casual or Contractual Revenue Collectors 2.5 Cash Rewards/Incentives. The adjudged Outstanding Revenue Collectors shall received cash rewards and incentives in the following manner: RATINGS LEVELS I & II LEVEL III 96% - 100% P3,000.00 P1,500.00 90% - 95% 2,000.00 1,000.00 85% - 89% 1,000.00 500.00 Section 3. There shall be allotted portions of the funds under Account No. 3-2001-800 Bonuses and Incentives, Office of the City Treasurer, for the proper implementation of this Ordinance and the City Treasurer therefore is authorized to withdraw the particular funds for the purpose.
