ORDINANCE NO: 1998-151 "AN ORDINANCE CREATING AND ESTABLISHING A BARANGAY SECTION UNDER THE PLANNING, DESIGN AND PROGRAMMING DIVISION IN THE OFFICE OF THE CITY ENGINEER" Be it ordained by this Sangguniang Panlungsod in session assembled, that: SECTION 1. Declaration of Policy. It is the policy of the City Government of Pagadian to assist the barangay government units in the prioritization and the speedy formulation and implementation of their development plans to secure the well being and interest of their immediate constituents. SECTION 2. Definition of terms. For the purpose of this Ordinance, the following terms shall mean: Plan - a set of technical drawing reflecting the scheme of a project, incorporating the details as required in the engineering design; Infrastructure - refers to the different government projects, be it horizontal, vertical and other related structures; Barangay Section - a part of the Planning, Design and Programming Division of the City Engineer's Office primarily tasked to undertake the planning, programming, monitoring and/or such other activities specifically on barangay projects. SECTION 3. Creation and Function. There is hereby created a Barangay Section under the Planning/Design and Programming Division, Office of the City Engineer, which shall be primarily tasked with the following duties and functions: Orient and assist the barangays officials in the formulation of their respective development objectives, plans, programs and priorities; Attend to the speedy preparation of the necessary plans and cost estimates for pre-identified infrastructure projects of the different barangays in the city. SECTION 4. Personnel Complement, Organizational Structure, Works And Functions. The following personnel positions with their corresponding duties and responsibilities-generally defined but are not limited to-are hereby created to initially operationalize the section. The same may be filled-up in accordance with the qualification standards set forth in the Position Classification and Personnel Standards of the Civil Service Commission, to wit: Engineer II - Salary Grade 16. Duties and responsibilities. He shall be the head of the Section. He shall recommend technical advice on matters relating to barangay infrastructure development; He shall prepare plans and programs for the barangays as requested; He shall take charge of formulating and designing programs for barangay development. Engineering Assistant - Salary Grade 8. Duties and responsibilities. He shall assist the Section Head. He shall act as estimator for all barangay related projects. Draftsman I - Salary Grade 6. Duties and responsibilities. He shall take charge in the drafting of plans and the preparation of plan specifications. Clerk II - Salary Grade 4. Duties and responsibilities. He shall take charge of the necessary clerical works of the section. SECTION 5. Office. The Barangay Section shall be allocated an area within the Office of the City Engineer. If necessary, the space or building identified must be improved to better serve its purpose of assisting the different barangays in the City of Pagadian. SECTION 6. Administration Control and Supervision. The Barangay Section shall be immediately supervised by the Chief of the Planning, Design and Programming Division, and directly administered by the City Engineer. SECTION 7. Funding Requirements. The funding component for personal services and maintenance and other operating expenditures of the division shall be annually provided as may be determined by the City Engineer upon consultation with the Liga ng mga Barangay. SECTION 8. Separability Clause. If any part of section of this Ordinance is declared unconstitutional, such declaration shall not affect the other parts or section of this Ordinance. SECTION 9. Effectivity Clause. This Ordinance shall take effect fifteen (15) days after its complete publication in a local newspaper.
