ORDINANCE NO: 1994-127 (Bill No. 61) "AN ORDINANCE PRESCRIBING GUIDELINES IN THE UTILIZATION OF THE FIVE (5%) PERCENT LUMP SUM APPROPRIATION FOR CALAMITIES IN THE CITY OF PAGADIAN" BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF PAGADIAN THAT: SECTION 1. Purpose. This Ordinance is enacted to set guidelines and policies in the utilization of the 5% Lump Sum appropriations for calamities as provided for, annually, in the Executive Budget of the City of Pagadian. SECTION 2. Guidelines. (a) The five (5%) percent lump sum appropriation for calamities, hereinafter called the Fund, shall be expended for the following activities/projects, but not necessarily limited thereto, during any state of calamity. Infrastructure Housing/shelter Repair of roads/bridges/drainage Repair of ports Construction of evacuation centers Rehabilitation Food Medical Supplies and Services Clothing/beddings and utensils Emergency cash assistance Livelihood Grant of Loans Skills training (b) The following percentage shall be observed in the disbursement of the Fund for calamity related expenditures: Infrastructure - Sixty (60%) Percent of the total appropriation. Rehabilitation and Livelihood - Forty (40%) percent of the total appropriation. SECTION 3. Calamity Prevention Measures. In the last quarter of every year, the Sangguniang Panlungsod, upon the recommendation of the City Mayor, shall determine projects/activities upon which the unexpended balances of the Fund be utilized and its use maximized for disaster prevention or control, but not, however, limited to the following purpose: Construction of seawalls, drainage facilities and river control; Purchase of firefighting equipments and the like; Training of Disaster Brigades, etc. SECTION 4. Effectivity. This Ordinance shall take effect immediately upon approval. ENACTED AND APPROVED by the Sangguniang Panlungsod of Pagadian City in its 31st Regular Session held on August 1, 1994.
