AN ORDINANCE ESTABLISHING POLICIES AND GUIDELINES IN PROVIDING FINANCIAL ASSISTANCE FOR SCHOLARSHIP GRANTS TO PHYSICALLY HANDICAPPED OR DISABLED STUDENTS IN THE CITY OF PAGADIAN.

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF PAGADIAN THAT:

	SECTION 1. This ordinance is enacted pursuant to Republic Act No. 7277, otherwise known as the "Magna Carta for Disabled Persons" for the purpose of providing financial assistance for the scholarship grants to physically handicapped or disabled students in the City of Pagadian.

	SECTION 2. As used in this Ordinance, the following terms are defined as:

Handicapped or disabled students, also referred as applicant-grantees, are those students suffering from certain restrictions or different disabilities, as a result thereof, is physically impaired to perform an activity the manner or within the range considered normal for a human being.

Economically marginalized handicapped/disabled students refer to handicapped or disabled students who lack access to the rehabilitative services and opportunities to be able to participate fully in socio-economic activities and who have no means of livelihood or whose parent's income fall below the poverty threshold or whose annual income is not more than P30,000.00.

Scholarship Grants are privileges extended by the City Government to physically handicapped or disabled students in terms of financial assistance for the purpose of providing them adequate access to quality education and ample opportunities to develop their skills.

	SECTION 3. For purposes of this Ordinance, the following shall be the guidelines in the selection of handicapped or disabled students in the granting of scholarship grants:

He or she must be an economically marginalized handicapped or disabled student;

He or she must be a bonafide resident of the City duly recommended by the local association of disabled persons;

He or she must pass the qualifying screening of the Committee on Education of the Sangguniang Panlungsod;

He or she must be pursuing education in the tertiary level in any private or public school in the City;

He or she must comply all the documentary requisites, as enumerated in the succeeding paragraph.

	SECTION 4. In order to determine and establish the moral standing, character and disabilities of the applicant-grantees, the following documentary requirements shall be secured and presented to the Committee on Education for authentication;

	SECTION 9.  The Scholarship Grant shall be opened to not more than three (3) qualified applicant-grantees for the school year following the effectivity of this Ordinance and, for every year thereafter, there shall be accepted three (3) new qualified applicant-grantees but in no way shall the number of applicant-grantees exceed twelve (12) at the end of the fourth year from the effectivity of the granting of the scholarship program.

	SECTION 10. This Ordinance shall take effect immediately upon approval.

	ENACTED AND APPROVED by the Sangguniang Panlungsod of Pagadian City in its 29th Regular Session held on July 18, 1994.
