ORDINANCE NO. 21
"AN ORDINANCE GOVERNING THE OPERATION FOR HIRE PRIVATELY OWNED BICYCLES AND REQUIRING REGISTRATION WITH THE OFFICE OF THE CITY MAYOR AND PAYMENT OF THE CORRESPONDING LICENSE FEES AT THE CITY TREASURER, AFFIXING A PLATE NUMBER, AND IMPOSING PENALTIES FOR VIOLATION THEREOF"
BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF PAGADIAN CITY THAT:
SECTION 1. No person/owner/operator of bicycle/s for-hire is allowed to operate said business in the City of Pagadian without first secured a Business Permit from the Office of the City Mayor and paying the corresponding license fee with the Office of the City Treasurer.
SECTION 2. Person, owner and/or proprietor of a bicycle for-hire and privately owned bicycles shall provide his/her vehicle with the following accessories, such as; reflectorized safety devices, headlights, brake, and mudguard.
SECTION 3. Owner/proprietor of a bicycle mentioned in Section 2 must not allow to be hired bicycles which are dilapidated and unsafe.
SECTION 4. No bicycles either for hire or private use shall be allowed to operate in the public streets of the Poblacion of Pagadian City, unless provided with plate numbers issued by the City Treasurer's Office and provided with a foot or hand brake.
SECTION 5. The owner/proprietor of the bicycles for-hire is not allowed to operate his business in all streets.
SECTION 6. An administrative fine of Twenty-five (P25.00) Pesos shall be imposed for violation of this Ordinance. Meanwhile, the erring vehicle shall be impounded in the Headquarters of Integrated National Police, this City, until the corresponding requirements of this Ordinance called for in Section 2, 3, and 4 shall have been complied with and the fine shall have been paid.
SECTION 7. An impounding fee of Two (P2.00) Pesos per day shall be imposed, payment of which shall be paid to the City Treasurer under official receipt, Vehicle may be released after the requirements under Section 5 and 6 have been paid.
SECTION 8. - This Ordinance shall take effect immediately upon its approval.
ENACTED AND APPROVED by the Sangguniang Panlungsod of Pagadian City, on July 5, 1978, at the Session Hall.
