AN ORDINANCE PROVIDING RULES AND REGULATIONS AND PROPER NUMBERING OF DWELLING HOUSES OR OTHER BUILDING ERECTED OR CONSTRUCTED WITHIN THE CITY OF PAGADIAN AND APPROPRIATING FUNDS THEREFOR, AND IMPOSING PENALTIES FOR VIOLATION THEREOF

ORDINANCE NO. 6


"AN ORDINANCE PROVIDING RULES AND REGULATIONS AND PROPER NUMBERING OF DWELLING HOUSES OR OTHER BUILDING ERECTED OR CONSTRUCTED WITHIN THE CITY OF PAGADIAN AND APPROPRIATING FUNDS THEREFOR, AND IMPOSING PENALTIES FOR VIOLATION THEREOF"


	BE IT ORDAINED BY THE CITY BOARD OF PAGADIAN, THAT:


SECTION 1. All dwelling houses or other buildings erected or constructed fronting any street, lane, alley, or other public places within the limits of the City shall be numbered in accordance herewith and with the system and plan of numbering to be prepared by the City Engineer approved by the City Board. The books containing said system and plan shall be a public record on file in the Office of the City Engineer and shall be open for inspection during office hours.

       SECTION 2. The houses in Pagadian City shall be numbered as follows:


       a. At the right side, the numbers are odd, increasing towards the North direction. At the left side the numbers are even, increasing towards the North direction.
       b. At the right side, the numbers are even, increasing towards the East direction. At the left side the numbers are odd, increasing towards the East direction.
       c. However, where there are no houses, numbers on fences or in vacant lots are reserved.
       d. Interior houses will be assigned with numbers corresponding to the house fronting the street, lane, alley or other public place with the addition of letters from A to Z.


      SECTION 3.	It shall be the duty of the City Engineer to give plate house number upon payment therefore of the amount of One (P1.00) Peso per plate to be placed by the owner in accordance with the system and plan prescribed by the City Engineer.


      SECTION 4. No certificate of occupancy shall be issued to the owner of any new building until the plate number shall be obtained from the Office of the City Engineer.


      SECTION 5. In preparing plate of house number, the same must conform to the following:


     a. Minimum height of the number to be not less than 8 centimeters;
     b. Numbers must be of the same size;
     c. In painting the numbers, the strokes must be of .0125 wide with white color for the numbers and pure Prussian blue for the background. A white border line of .002 m. must be painted at the edges of the plate.
     d. The strokes for number 1 being the only narrow number must be of .0125 m. in the middle of the space assumed of .10 x .055 m. wide a base of .103 m. having the same stroke .0125 m.
     e. It will be observed that the space between number 1 and any other number when combined becomes a wider due to the narrow structure of the number (1).
     f. When several numbers are to be combined in a plate, the space between numbers is .014 m. and .007 m. at the end numbers.
     g. Besides all the spaces mentioned above, a margin of .01 m. on all sides of whatever the house number may be will complete the size of the plate.


      SECTION 6. To carry out the purposes of this Ordinance, the sum of Two Thousand (P2,000.00) Pesos is hereby appropriated out of any unappropriated General Fund of the City.


      SECTION 7. Any ordinance, or parts of an ordinance inconsistent herewith are hereby repealed or modified accordingly.


      SECTION 8.	 It shall be unlawful for any person to remove, transfer, alter, or deface any number plate in violation of the numbering plan or to retain an improper number, or to substitute any other number on the house or building other than the one given by the city.


      SECTION 9. Any person violating any of the provisions of this Ordinance shall  upon conviction thereof be punished by a fine of not less than Ten (P10.00) Pesos and not more than Fifty (P50.00) Pesos, for each offense or imprisonment of not less than five (5) days and not more than twenty-five (25) days.


      SECTION 10. This Ordinance shall take effect upon its approval.
