ORDINANCE NO. 5


"AN ORDINANCE PROHIBITING ANY PERSON OR LEADER WHO INTERFERES DIRECTLY OR INDIRECTLY IN BARRIO ELECTIONS AND IMPOSING PENALTIES FOR VIOLATION THEREOF"


	BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF PAGADIAN, THAT:

	SECTION 1. It shall be unlawful for any person or political leader to interfer, directly or indirectly, in barrio elections unless he is a bona fide resident of said barrio. Direct barrio political intervention shall consist among other things, in:

      a) making speeches or publication to draw political support in behalf of any particular candidate in a convention for barrio public office.
      b) Making speeches or publication, canvassing or soliciting votes for or against any candidate for barrio public office.
      c) Becoming publicly identified with the success or failure of any candidate for barrio public office.


         Indirect barrio political intervention shall consist among other things, in:

      a) soliciting or receiving or giving contribution in cash or in kind, either directly or indirectly, to any candidate for barrio public office.

      SECTION 2.	 Any person convicted by the Court for violation of Section 1 hereof, shall be punished by a fine of not less than One Hundred (P100.00) Pesos nor more than Two Hundred (P200.00) Pesos or by an imprisonment of not less than three (3) months nor more than six (6) months or both such fine and imprisonment in the discretion of the Court.
