ORDINANCE NO. 3
"AN ORDINANCE AUTHORIZING SHIPOWNERS AND REQUIRING OWNERS AND/OR OPERATORS OF HOTEL WITH BAR OR NIGHT CLUB OR BAR OR CABARET OR DANCING HALL OR GAMBLING CASINO OR GAMBLING PLACE TO HIRE AND MAINTAIN SECURITY GUARDS TO ASSIST THE MUNICIPAL POLICE IN THE MAINTENANCE OF PEACE AND ORDER WHILE SHIP/S IS/ARE ON DOCK OR WITHIN THE PREMISES OF THE ESTABLISHMENT CONCERNED AND IMPOSING PENALTIES FOR VIOLATION THEREOF"
BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF PAGADIAN, THAT:
SECTION 1. Shipowners are hereby authorized or allowed to maintain security guard/s to assist the Municipal Police in maintaining peace and order while their ship/s is/are on dock or on anchor.
SECTION 2. The owners and/or operators of hotel with bar or night club or bar or cabaret or dancing hall or gambling casino or gambling place are required to hire and maintain security guard/s to assist the Municipal Police in maintaining peace and order within the premises of the establishment concerned.
SECTION 3. The security guard shall be recommended by the shipowner or owner and/or operator of the establishment or their duly authorized representative for appointment by the Mayor.
SECTION 4. The salary or wage of the duly appointed security guard shall be paid by the recommending shipping firm or owner/operator of the establishment concerned.
SECTION 5. All security guards shall be subject to the control and supervision of the Mayor and the Chief of Police in the discharge or performance of their duties.
SECTION 6. The following shall be the qualifications of a security guard:
a. he must be at least a high school graduate;
b. he must be of good moral standing in the community;
c. he must have had training on police matters or in any branch of military service;
d. he must be physically healthy.
SECTION 7. No permit and license shall be issued or granted to any owner/operator of hotel with bar, or night club, or bar, or cabaret or dancing hall or gambling casino or gambling place unless they have complied with the provisions of Section 2, of this Ordinance.
SECTION 8. Owner/operator of hotel with bar, or night club or bar or cabaret or dancing hall or gambling casino or gambling place is given a grace period up to June 30, 1965, to comply with the provision of Section 2, of this Ordinance.
SECTION 9. Any ordinance or provision therein which is inconsistent with any provision of this Ordinance is hereby amended or repealed.
SECTION 10. This ordinance shall take effect immediately upon approval.
