ORDINANCE NO. 10
"AN ORDINANCE PRESCRIBING TARTANILLA PASSENGER RATES AND COMPELLING COCHEROS TO CARRY PASSENGERS TO THEIR PLACE OF DESTINATION ACCESSIBLE TO TARTANILLA AND IMPOSING PENALTIES FOR VIOLATION THEREOF"
BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF PAGADIAN, THAT:
SECTION 1. No tartanilla cocheros shall refuse to carry a passenger to his destination within the poblacion and suburbs of Pagadian provided that the place of destination is accessible to transportation (tartanilla).
SECTION 2. A horse not strong enough to carry a passenger to the Provincial Capitol area and to the Municipal Plaza area shall not be harnessed to carry a tartanilla by the tartanilla operator. The weakness of the horse to carry a tartanilla with passenger/passengers to the Capitol and the Municipal Plaza area shall not be a valid reason to refuse a passenger for a carriage to these places.
SECTION 3. No tartanilla cochero shall charge a passenger more than the following prescribed rates:
From the wharf to any place along the National Highway
Or San Pedro or Santa Lucia P0.10
From the wharf to any place around the Municipal Plaza 0.20
From the wharf to place around the Capitol Building 0.30
SECTION 4. Tartanilla operators shall place a copy of the rates prescribed in Section 3 hereof, on each tartanilla where passengers can readily and easily see.
SECTION 5. Any tartanilla operator or cochero convicted for violation of any provision of this ordinance shall be punished by a fine of not less than Five (P5.00) Pesos nor more than Twenty (P20.00) Pesos and by an imprisonment of not less than One (1) week nor more than One (1) month.
