ORDINANCE NO. 16


"AN ORDINANCE PRESCRIBING RULES AND REGULATIONS AND CHARGES FEES FOR THE USE OF THE SLAUGHTERHOUSE"

	BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF PAGADIAN, THAT:

	SECTION 1. All animals, such as cattle, carabaos, horses, swine, sheeps, goats, fowls, and other livestocks which shall be slaughtered for public consumption or offered for sale whether as raw or cooked (lechon) meat, shall without exception, be slaughtered at the Pagadian Slaughter House.

      SECTION 2.	All animals intended to be slaughtered, shall be deposited or placed in the slaughter.


      SECTION 3. An ante-mortem examination and inspection shall be made of all animals about to be slaughtered at the Pagadian Slaughter House before their slaughter shall be allowed. Such ante-mortem examination and inspection shall be made in pens of the slaughterhouse.


      SECTION 4.  All animals plainly showing an ante-mortem inspection any disease or condition that under Administrative Order No. 9, by the Bureau of Animal Industry, would cause condemnation of their carcasses shall be marked "CONDEMNED" and disposed of under the supervision of the inspector in accordance with Animal Industry Administrative Order No. 5.


      SECTION 5. All animals which an ante-mortem inspection do not plainly show, but are suspected of being affected with, any disease or condition that under Administrative Order No. 9, Bureau of Animal Industry, may cause condemnation, whole or in part, on post-mortem inspection when the carcasses shall finally marked and disposed of.


      SECTION 6. 	Any animal having a temperature that indicates a diseased condition that cause of which cannot be determined, may be held for a reasonable time under the supervision of an inspector for further examination and final disposal.


      SECTION 7. A careful post-mortem examination and inspection shall be made of the carcasses and parts thereof of all cattle, carabaos, horses, swine, sheep, and goats slaughtered at the slaughterhouse. This examination shall be so conducted that the inspector shall have seen all parts of the carcasses and shall have either palpated or incised, or both all the lymph glands and organs and shall have made any other examinations or tests, such as incising muscles, etc., or may be necessary of the determination of disease. Carcasses and parts thereof shall be properly cleaned and dressed to facilitate inspection.


      SECTION 8. The post-mortem examination and the disposal of carcasses after said examination shall be made in accordance with the provisions of Administrative Order No. 9, Bureau of Animal Industry.


      SECTION 9. The post-mortem examination shall commence at 5:30 in the morning.


      SECTION 10. Any person, either of himself or in behalf of any other person, firm or corporation who shall violate any of the provision of this Ordinance, upon conviction,  shall pay a fine of not more than One Hundred (P100.00) Pesos or suffer an imprisonment for not more than Thirty (30) days, or both, fine and imprisonment in the discretion of the court.

	SECTION 11. This Ordinance shall take effect immediately upon its approval.
