ORDINANCE NO. 13
AN ORDINANCE PROHIBITING LABORERS WORKING IN THE PAGADIAN WHARF TO HANDLE CARGOES PARTICULARLY PERSONAL BELONGINGS AND WHICH ARE NOT COVERED BY BILL OF LADING WITHOUT FIRST SECURING THE CONSENT OF THE OWNER AND TO AGREE FIRST WITH THE OWNER THE CHARGE FOR THE HANDLINGS, AND IMPOSING PENALTY FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF PAGADIAN THAT
Section 1. It shall be unlawful for a laborer or group of laborers working in the Pagadian Wharf to handle cargoes particularly personal belongings and which are not covered by bill of lading without first securing the consent of the owner and to agree first with the owner the rate of charge for the handling of the same;
Section 2. That any laborer or group of laborers found violating the provisions of this ordinance shall, upon conviction, be punished by a fine of not less than Twenty Five Pesos (P25.00) but not more Fifty (P50.00) Pesos, or by imprisonment of not less than Ten (10) days but not more than Twenty (20) days, or both, fine and imprisonment, in the discretion of the court;
Section 3. Any ordinance whose provisions in part or in full, contrary to and in conflict with the provisions of this ordinance shall be hereby repealed;
Section 4. That this ordinance, to be known as Ordinance No. 13 of this Municipality, shall take effect upon its approval.
