About Me
I’m a results-driven public service professional combining administration, systems design, and implementation support. In the Office of the Secretary to the Sangguniang Panlungsod, I work on records, research, and decision-ready data outputs that help leaders act faster and smarter.
My digital transformation work includes the Paperless Session Program and legislative archive initiatives, with hands-on deployment, user onboarding, and technical support. I also continue to serve with purpose as a former prayer leader for the 13th and 14th City Councils.
Outside LGU systems, I bring long-term building design experience and deliver detailed, practical outputs for architecture and structural needs.

Official Emblem and Seal of the Sangguniang Panlungsod
This logo is now recognized as the official emblem and seal of the Sangguniang Panlungsod. I led the concept, design direction, and final execution—turning a vision into an official identity now used with pride and institutional credibility. During the creative process, my friend Roland F. Morales shared valuable idea inputs that helped refine the final design.
National Computer Center (NCC) Achievement • 2000
Completed intensive NCC training in Zamboanga City with focus areas including programming, file access methods, internet/e-commerce, and networking administration.
In the final examination, only 3 out of 53 participants from around the Philippines passed, and I was one of the passers representing Pagadian City.

Designed a split architecture: Legislative Transparency Portal + City Services Portal to improve security, uptime, and governance control while keeping a unified data model.

Built searchable archives with structured filters (year/author/subject), real-time publication of approved measures, and full-text search for legislative PDFs.
Paperless Session Program
Digitized session workflows from agenda and attendance to voting and documentation, with LAN-ready operation for offices with unstable internet connectivity.
Document-Wide Tracker
Implemented end-to-end routing visibility with timestamps and responsibility logs to reduce lost/misrouted files and improve audit readiness.
Permits Suite (BPLO + OBO)
Mapped online submissions, checklist routing, status tracking, billing flow, and QR-verifiable permit release to speed up processing and reduce walk-ins.
Disaster, Revenue, and HR Modules
Expanded the platform with CDRRMO dashboard + text blasting, tax and budget tools, and HR records digitalization for stronger operations and reporting.
